CANDIDATE VOCATIONAL COURT ENTRANCE EXAM ANNOUNCEMENT
I. GENERAL INFORMATION
(1) Career Officers are diplomatic career officers who assume duties, authority and responsibility in the formulation and execution of Turkish foreign policy and perform representation duties abroad, within the framework of the Presidential Decree No. 1 on the Presidential Organization. (2) According to the final success ranking in the entrance exam to be held, an appointment can be made with the title of Candidate Professional Officer.zamThe number of staff is 50. Appointments of those who pass the entrance exam will be made to 7th to 9th grade positions in the general administration services class, taking into account their acquired salary grades, if any.
(3) The entrance exam consists of written and oral stages. The written phase of the exam will be held in Ankara on 17-18 February 2024.
(4) Regulations regarding the entrance exam that are not included in this announcement are included in the Presidential Decree No. 1 on the Presidential Organization, Civil Servants Law No. 657, Law No. 6004 and the Ministry of Foreign Affairs Examination Regulation.
(5) Those who are entitled to participate in the written or oral phase of the exam but do not participate will not be accepted to the subsequent exam for the same title positions.
II. EXAM APPLICATION CONDITIONS
(1) In order to apply for the exam;
a) To meet the general conditions listed in Article 657 of the Civil Servants Law No. 48 (The Republic of Turkey Identity Card number confirming that you are a Turkish citizen is required to apply for the exam),
b) Being under 01.01.2024 years of age as of 35 (those born on 01.01.1989 and later),
c) Of domestic universities or foreign universities, provided that their diploma equivalence is approved by the Council of Higher Education (YÖK);
– Departments of international relations, political science, public administration, economics, business administration, finance, labor economics, history, sociology, public relations and promotion, psychology of faculties that provide at least four years of undergraduate education, and the courses included in the curriculum of any of these departments. (2) Candidate can apply for the Professional Civil Servant Exam from one of the different foreign language categories shown in the table below. (4) Candidates who want to take the exam in one of the language categories other than English, French and German, but do not have a result document for the YDS/e-YDS or foreign language exam whose score equivalence is determined by ÖSYM, can apply to the relevant universities in foreign countries, provided that the diploma equivalence is approved by YÖK. The faculties that provide at least four years of education in the language are listed in II. of this announcement. They can apply for the exam if they have graduated from the departments listed in paragraph (c) of paragraph 1 of the article at the undergraduate level and can document this. These candidates are ranked after those who applied with YDS/e-YDS and equivalent exam results, and their rankings are made according to their undergraduate graduation grade point averages.
Candidates who will be accepted to the written exam will be determined in a separate list for each category, according to their YDS/e-YDS or equivalent foreign language scores, or by taking the undergraduate graduation grade point averages within the framework of the issues recorded in the first paragraph, and must have the minimum language score or above. Applying with a graduation GPA in accordance with the specified conditions does not guarantee the right to participate in the exam.

(5) As a result of the entrance exam, if the number of candidates specified in the table above is not successful in one of the language categories determined for each exam, quotas equal to the number of vacant positions in those language categories may be added to other language categories, not exceeding the total number of announced positions.
(6) Candidates can apply for the Candidate Professional Officer Entrance Exam, which will be held in different language categories, from only one language category.

III. MAKING ENTRANCE EXAM APPLICATIONS
(1) Entrance exam applications will start at 27:2023 on Wednesday, December 09, 00 and will end at 26:2024 on Friday, January 18, 00. Applications can be made via e-Government via the "Ministry of Foreign Affairs - Career Gateway Public Recruitment" service or "Career Gateway" https://isealimkariyerkapisi.cbiko.gov.tr It will be done electronically via the internet address. Applications made by mail or by other means will not be accepted.
(2) In order to be entitled to receive additional points in the written exam,
– Among the candidates who will take the exam in English, those who have a YDS/e-YDS score of more than 2021 from a second or third language, taken in 2022, 2023, 2024 and 80 until the application deadline, or an equivalent score determined by ÖSYM from international foreign language exams,
– Candidates who will take the exam in languages other than English, in addition to the English exam to be held by the Ministry, must have a YDS/e-YDS score of more than 2021 from a third foreign language in 2022, 2023, 2024 and 70 until the application deadline, or an international foreign language equivalent score determined by ÖSYM. Those who have received scores from the exams must also upload their result documents to the system during the application made through the Career Gateway platform.
IV. STAGES OF THE EXAM
(1) Written Exam:
a) The written exam will last two days and consist of the following sections.
– Turkish Composition
– Composition in a Foreign Language
– Translation from Foreign Language to Turkish
– Translation from Turkish to Foreign Language
The passing grade in the written exam is 100 out of 70 for each section.
b) Parts of the written exam, other than Turkish composition, will be held in the languages specified in the table above according to language categories.
c) Candidates who will take the exam in languages other than English will also be tested in English by the Ministry. These candidates are required to get at least 60 points from each section in the English exams (composition and translation from Turkish to English).
d) Candidates who will get a passing grade in each section of the written exam will be able to obtain additional points in the written exam according to the following principles:
– The candidate who will take the written exam in English must have a YDS/e-YDS score of a second foreign language in 2021, 2022, 2023 and 2024 until the application deadline, or the YDS equivalent of any international foreign language exam score whose equivalence has been determined by ÖSYM is over 80. The remaining part will be added to the total score, the arithmetic average of which will be taken in the written exam.
The candidate who knows a third foreign language must have a YDS/e-YDS score of this language in 2021, 2022 or 2023 and 2024 until the application deadline, or the YDS equivalent of any international foreign language exam score determined by ÖSYM to be equivalent is above 80. Half of the part will be added to the total score, the arithmetic average of which will be taken in the written exam.
– If the exam is taken in a language other than English, the scores above 70 obtained from the English exam to be held by the Ministry will be added to the total score to be taken as the arithmetic average in the written exam. For the candidate who knows a third foreign language, the YDS/e-YDS score obtained from this language in 2021, 2022, 2023 and 2024 until the application deadline or the YDS equivalent of any international foreign language exam score determined by ÖSYM as equivalent is above 70. Half of the part will be added to the total score, the arithmetic average of which will be taken in the written exam.
e) The results of the written exam phase will be announced on the Ministry's website. Candidates will also be able to follow their success status on the Career Gateway Platform. Candidates who are eligible to participate in the oral exam will also be notified by e-mail.
(2) Oral Exam:
a) Candidates who are successful in the written exam will be evaluated primarily in the oral exam in terms of field knowledge, reasoning, comprehension, qualifications and proficiency related to the duty of representation, general cultural level, ability to express in Turkish and foreign languages, and general behavior and reactions in terms of suitability to the requirements of the profession. During the exam, candidates will be asked questions about current international issues.
b) The passing grade in the oral exam is 100 out of 70.
c) Those who are successfully appointed as a result of the exam will be announced on the Ministry's website. Candidates will also be able to follow their success status on the Career Gateway Platform.

b) The documents that must be uploaded to the system during the application made on the Career Gateway platform are listed below:
– T.R. Identity Card or T.R. passport sample
– Passport photo taken within the last 6 months, reflecting current appearance
– Transcript (Those who are not graduates of international relations, political science, public administration, economics, business administration, finance, labor economics, history, sociology, public relations and publicity or psychology departments of faculties that provide at least four years of education at the undergraduate level, or any of these departments For candidates who graduated from other departments who have at least 80% of the courses in the curriculum of one of them)
– Undergraduate diploma / Graduate Certificate (with diploma equivalence certificate approved by YÖK if received from foreign universities)
– Postgraduate education diploma, if any (with diploma equivalence certificate approved by YÖK if received from foreign universities)
– YDS/e-YDS result document taken in the foreign language in which the exam will be taken in 2021, 2022, 2023 and 2024 until the application deadline, or a result document for the international foreign language exam whose equivalence to YDS/e-YDS scores has been determined by ÖSYM.
– III. In order to be entitled to receive additional points in the exam within the framework of the matters recorded in the 2nd paragraph of the article, the YDS/e-YDS result document or its equivalence to the YDS/e-YDS scores taken in 2021, 2022, 2023 and 2024 until the application deadline, containing the required minimum score, will be issued by ÖSYM. Result document for the designated international foreign language exam
– (For candidates who do not have a result document for YDS/e-YDS or foreign language exams whose score equivalence is determined by ÖSYM in other languages specified in the exam announcement, except for English, French and German languages, and who meet the conditions specified in the 4th paragraph of Article II) At the undergraduate level A letter from the university stating that the faculty has graduated from the faculty that provides education in the relevant language and a document showing the average graduation grade.
c) It is important for candidates to follow the cancellation/approval status of their applications on the Career Gateway platform throughout the application period and to check whether their applications have been completed.
d) Candidates are responsible for uploading the required documents to the system within the application period, for the accuracy of personal information, for the suitability of the photograph, in other words for completing the application process completely and without errors. Applications that do not comply with the matters specified in this announcement and are not completed within the deadline will not be evaluated.
e) Candidates' mobile phone numbers and e-mail addresses (registered and verified), which are automatically collected via e-Government by the Career Door platform, are important for contacting the candidates when necessary and must be kept up to date.
