T.R. MINISTRY OF YOUTH AND SPORTS GENERAL DIRECTORATE OF PERSONNEL ANNOUNCEMENT FOR 2023 CONTRACTUAL YOUTH WORKER RECRUITMENT

657 within the framework of the paragraph (B) of the 4th article of the Civil Servants Law No. 06 and the Principles on the Employment of Contracted Personnel No. 06/1978 dated 7/15754/2022 for the vacant contracted Youth Worker positions to be employed in the youth center directorates of the provincial organization of our Ministry. Contracted Youth Workers will be recruited among the candidates who will be called up to three (3) times the number of vacant quotas, based on the KPSS B Group P3 score ranking, in order of success as a result of the oral exam.

I- APPLICATION CONDITIONS

Candidates must meet the following conditions as of the last day of application.

1) Being a citizen of the Republic of Turkey,

2) To meet the conditions specified in the 657th, 48th, 4th and 5th sub-paragraphs of the first paragraph of Article 6 of the Civil Servants Law No. 7 (A),

3) To have completed the age of 18 as of the last day of the application date,

4) Not to receive retirement, old-age or invalidity pension from the Social Security Institution, (Except for widows and orphans' pensions)

5) To have taken the KPSS exam in 2022 and to have received a minimum of 50 (fifty) points in the specified score type,

6) To have the qualifications sought in the above table for each group to be preferred,

7) Not to have been dismissed or dismissed while working in any public institution,

8) One year has passed since the contract termination date for those whose contracts were terminated by their institutions due to their violation of the contract principles while working as contracted personnel, or those who unilaterally terminated the contract within the contract period,

9) Not to have a health problem that prevents him from performing his duty continuously,

II- APPLICATION FORM, PLACE AND ZAMANI

Candidates can submit their applications on e-Government between 29 December 2023 (00.00) and 08 January 2024 (17.00).

Candidates will upload the documents specified in the title III- DOCUMENTS REQUIRED FOR APPLICATION, in the desired format, to the places specified in the application system.

Career Gate (https://isealimkariyerkapisi.cbiko.gov.trApplications that are not made via the address ) or that are made by post or in person, and that do not comply with the principles stated in this announcement, will not be accepted.

Candidates will be responsible for making the application process error-free, complete and in accordance with the issues specified in the announcement.

After the end of the applications, no change will be made in the application information of the candidates for any reason.

Candidates will be able to apply for only 1 (one) group and 1 (one) province from different groups that meet the conditions and announced in terms of their educational status.

Candidates are responsible for applying to the right group suitable for them among the groups determined for contracted personnel positions. Applications of candidates who apply to the wrong group will be cancelled.

III- DOCUMENTS REQUIRED FOR APPLICATION

Candidates are required to upload the following documents (double-sided documents, front and back) required for the applied group and province to the system.

1) An equivalence certificate from YÖK for candidates who graduated from higher education institutions and have equivalence, or an equivalence certificate from YÖK for candidates who completed their education abroad,

2) Fully employed in 4/B contracted personnel positions in public institutions and organizations. zamCandidates whose contracts were terminated by their institutions while working on a permanent basis or who unilaterally terminated their contracts must have an approved service certificate from their previous institutions stating that they have completed the one-year waiting period.

3) Youth Worker position indicates that the Ministry of Youth and Sports has successfully completed the Youth Leadership training training for the 6th Group. Youth Leadership Certificate issued by our Ministry within the scope of the Ministry of Youth and Sports Directive on Youth Leadership Training, Working Procedures and Principles.

IV- EVALUATION OF APPLICATIONS AND CALLING FOR ORAL EXAM

Applications will be examined in terms of compliance with the qualifications required for the applied group, and the applications of those who are determined not to meet any of the application requirements will be cancelled.

Starting from the candidate with the highest KPSS score, candidates three (3) times the number of quotas announced for each group and province will be invited to the oral exam.

If there is more than one candidate with the same score as the last candidate who is entitled to take the oral exam, all of these candidates will be invited to the oral exam.

Candidates will be able to view their application and exam information via Career Gateway.

V- FORM, SUBJECTS, PLACE AND DATE OF THE EXAM

The exam will be held orally in Ankara.

In the oral exam, candidates; by each member of the examination commission;

a) Professional field knowledge required by the task (General legislation, Ministry legislation, Management and Organization, Volunteerism Concept and Volunteer Management, Basic Volunteer Fields (Disaster and Emergency, Environment, Education and Culture, Sports, Health and Social Services, etc.), Volunteer Project Development and Participation in Voluntary Work in the Field, Ethical, Moral, Religious and Traditional Values ​​and Principles in Voluntary Work, Participation in Voluntary Work in Public Institutions, Local Governments and Non-Governmental Organizations (NGOs), Risk Groups and Volunteering in Society, Immigrants and Volunteering, Youth Studies, Leadership etc.) (50 points),

b) Ability to comprehend and summarize a subject, ability to express and reasoning (10 points),

c) Merit, representation ability, suitability of attitudes and behaviors for duty (10 points),

d) Self-confidence, persuasion and persuasiveness (10 points),

e) General culture and general ability (10 points),

f) Openness to scientific and technological developments (10 points),

Subjects will be evaluated out of 100 points.

The oral exam score will be determined based on the arithmetic average of the scores given by the commission members.

Candidates will be able to view their information regarding the oral exam, and those who are eligible to participate in the oral exam will be able to view the exam date on the Career Gateway.

Candidates will have to bring one of their identity documents (identity card or passport) with them when they come to the oral exam. Candidates who do not have an identity document will not be admitted to the exam. Any document other than an identity card or passport will not be accepted as an identity document.

Candidates who are entitled to take the oral exam but do not take the exam on the announced exam dates will be deemed to have lost their right to take the exam. Candidates in this situation will not be given the right to take a second exam. However, if candidates cannot attend the exam due to force majeure reasons that can be proven with documentation (birth, illness, military service, etc.), the exam date can be changed for candidates, provided that it is within the determined exam dates.

The Ministry has the right to make changes regarding the exam location and dates.

There will be no audio or video recordings other than the minutes to be kept during the oral exam.

VI- EVALUATION AND SUCCESS RANKING

In order to be considered successful in the oral exam, the arithmetic average of the scores given individually by each member of the examination commission must be at least 70 (seventy) points.

In determining the success order, the oral exam score will be taken as basis. The success list will be determined according to the number of quotas announced for each group and province, starting from the candidate with the highest oral exam score.

For each group and province, as many candidates as the number of announced positions will be determined, starting from the candidate with the highest oral exam score, and the same number of candidates will be determined as substitutes. If the oral exam scores are equal, priority will be given to the candidate with the higher KPSS score, graduation date and birth date respectively.

For candidates who cannot enter the main or reserve rankings, getting 70 (seventy) points or more in the oral exam will not constitute a vested right.

For candidates in the reserve list, being on the reserve list will not constitute a vested right for subsequent recruitment.

VII- EXAM RESULTS AND OBJECTION

Candidates will be able to view information about the oral exam results via Career Gateway.

Objections regarding the oral exam results will be made to the Training and Examinations Department of the General Directorate of Personnel, with wet signatures and in writing, within 3 (three) business days from the announcement of the oral exam results. Objections will be reviewed and decided within a maximum of 5 (five) business days and will be notified to the mailing address declared by the candidate in the objection petition.

If the objection petition is not submitted within the deadline and is submitted by e-mail or fax, T.R. Petitions without identification number, name, surname, signature and address information will not be taken into consideration.

VIII- PLACEMENT PROCEDURES AND STARTING ASSIGNMENT

Starting from the candidate with the highest oral exam score, the candidate will be placed with the number of quotas determined for each announced group and province.

Candidates will be able to view information regarding placement results via Career Gateway.

Candidates will sign the service contract and start their duties in the province where they are placed within the determined period. Candidates who do not start working within the prescribed period without force majeure (birth, illness, military service, etc.) that can be proven with documents will be deemed to have waived their right to placement.

Those who are unable to start work on time due to force majeure can be started to work within 15 (fifteen) days following the end of their excuses, if they document this situation.

Among the main candidates placed and the reserve candidates whose turn it is to be placed; Those who waived their rights, those who did not submit the required documents for placement within the specified period, those who lost their right to placement after being determined to have submitted untrue documents, those who did not sign a contract within the specified period without a force majeure that could be proved with documents, those who signed a contract but did not start their duty, those whose contract was terminated, those who terminated their contract, those who signed a contract and took office. Those who are determined not to meet the requirements for placement, even if it has started, and the positions that become vacant for any reason, will be placed respectively, starting from the reserve candidate with the highest oral exam score among the reserve candidates determined for each province and group until the subsequent recruitment announcement for the same position.

Placement documents regarding the information declared during the application and other requested documents will be submitted to the relevant unit during the placement process by the candidates who are eligible to be placed.

IX – OTHER MATTERS

Youth Workers will work in youth center directorates affiliated with the provincial organization of our Ministry, and their working hours will be determined by the relevant units within the framework of the legislation.

The Ministry may request documents from the candidate regarding the issues declared by the candidate at every stage of the application, examination and placement process.

The applications and exams of candidates who are found to have provided untrue documents or made statements during the application, exam and placement process will be deemed invalid, and if a contract has been made, their contract will be terminated. A criminal complaint will be filed against these people to the relevant Chief Public Prosecutor's Office.

All announcements made on the website of our Ministry regarding the exam and all information made through the Career Gateway will be considered as notification, and no separate notification will be made to the candidates.

Exam-related transactions and procedures will not be carried out via fax or e-mail. Candidates must submit their signed and written petitions to the Training and Examinations Department of our Ministry, General Directorate of Personnel.

Regarding the matters not included in this announcement, the provisions of the Civil Servants Law No. 657, the Principles on the Employment of Contracted Personnel and the General Regulation on Examinations for Those Appointed to Public Offices for the First Time apply.

This announcement is a notification and no separate notification will be made to the candidates.
