İzmir Police Department Deputy Provincial Police Chief in Charge of Traffic Şamil Özsagulu made important statements regarding İzmir traffic at Radio Traffic İzmir.

İzmir Police Department Deputy Chief of Provincial Police in Charge of Traffic Şamil Özsagulu was the guest of the program “About Transportation” at Radio Traffic İzmir. Answering the questions of Radio Traffic İzmir Broadcasting Officer Esra Balkanlı, Özsagulu made striking statements and said that for the first time in Turkey, they established an “Accident Analysis Team” within the Provincial Police Department Traffic Inspection Branch Directorate. Emphasizing that the use of motorcycles is quite high in İzmir, Şamil Özsagulu said that the rate of fatal and injury accidents involving motorcyclists is approximately 50 percent, and that they do their best to reduce this rate.

“ACCIDENT ANALYSIS TEAM EXAMINES ALL THE DETAILS OF ACCIDENTS THAT OCCURRED”

Stating that they established an 'Accident Analysis Team' within the scope of the Traffic Inspection Branch in the last quarter of 2021, Deputy Provincial Police Chief Responsible for Traffic Özsagulu said, “We are examining all the details of the traffic accidents that occurred in our city. We make our audit plans in line with the data obtained as a result of analyzes such as the violations that caused the accident, the way and time of the accident. We try to make sense of all our controls. We also cooperate with universities. We are carrying out different projects both to raise awareness of traffic and technically.” said.

“WE ARE INCREASING OUR SUPERVISIONS ACCORDING TO ANALYSIS”

Şamil Özsagulu stated that 11 points they identified in the city center, such as Anadolu Caddesi Serinkuyu Junction, Yeşillik Caddesi, Gazi Boulevard, Şair Eşref Boulevard, Mürselpaşa Boulevard, stood out as accident black spots, and that accidents with injury and death were frequently seen in 2021 at these points. Özsagulu noted that according to the report of the accident analysis team, they increased the inspections in these regions.

MOTORCYCLES ARE INVOLVED IN 46 PERCENT OF DEATH-INJURY ACCIDENTS

Reminding that 2022 fatal and injured traffic accidents occurred in the police responsibility area in the first 5 months of 4, Deputy Provincial Police Chief said, “Motorcyclists were involved in 257 percent of these accidents and pedestrians were involved in 46 percent. We are taking our measures for this. Compared to last year, there was a 22 percent decrease in fatal traffic accidents. We are not where we are aiming, but we are in a good place. We hope this continues to increase.” made the statement.

35 VEHICLES IN ANKARA, 11 IN ISTANBUL, ONE OF 5 VEHICLES IN IZMIR IS A MOTORCYCLE

Özsagulu drew attention to the high use of motorcycles in İzmir and said, “When we compare the 3 big cities; While one out of 35 vehicles in Ankara and one out of 11 vehicles in Istanbul is a motorcycle, one out of 5 vehicles in Izmir is a motorcycle. Motorcyclists are involved in almost half of the current injuries and fatalities. The consequences could be more dramatic if we don't take precautions. We must take measures for this. The geometric structure of our city is very suitable for motorcycle and bicycle use. Not only motorcycle drivers are at fault in accidents. Some drivers do not see motorcyclists as normal vehicles. Other riders have to accept that the motorcycle is the vehicle.” made its assessment.

“THERE ARE 300 THOUSAND MOTORCYCLES REGISTERED IN IZMIR, 250 THOUSAND MOTORCYCLES ARE INSPECTED”

Stating that the rate of motorcycle riders wearing helmets is 95 percent in Izmir, but they aim to increase this rate to 100 percent, Şamil Özsagulu said, “There are 300 thousand motorcycles registered in Izmir, the number of motorcycles we inspect is 5 thousand in the last 250 months. We want to significantly reduce the number of fatal and injury accidents.” said.

“WE WILL TRAIN MOTORCYCLE COuriers”

İzmir Police Department Deputy Chief of Provincial Police in Charge of Traffic Şamil Özsagulu stated that they are in contact with large companies that employ motorcycle couriers and said, “We are planning to train the couriers in certain periods in the future. Before the pandemic, there was not such a demand for motorcycle couriers. This new field is developing very rapidly. Motorcycle couriers need to undergo serious training.” used the expressions.

“PEDESTRIAN ACCIDENT RATE WITH MATERIAL/INJURY IS 22 PERCENT”

Şamil Özsagulu emphasized that the rate of fatal and injury accidents involving pedestrians is also high. Özsagulu said, “Our accident analysis team has seen that accidents involving pedestrians are more common outside the central areas. We have determined that the accidents are reduced in places where our traffic police are visible. Our citizens have to obey the rules in places where there is no police. We cannot say that pedestrians are completely at fault in our 22 percent of pedestrian accidents with injuries or deaths. Pedestrians have an obligation to use crosswalks. We also impose fines on pedestrians and do not show any flexibility in this regard.” made a statement.

THE FIRST AND ONLY IN TURKEY: WHITE DOLLARS

Underlining that the use of bicycles is at a very important point as the Provincial Police Department, Özsagulu said, “We have teams with bicycles under the name of 'White Swallows', which are only found in İzmir in Turkey. Those who use the bicycle as a means of transportation have complaints that the bicycle lanes are violated. Our teams are struggling with this. After the White Swallows took office, we made the bike paths only for cyclists. With the instruction of our Provincial Police Department, we will increase our bicycle teams. Our citizens who use bicycles as a means of transportation are increasing, which makes us happy. White Swallows will serve wherever there is a bike path.” he said.

“MINI PEDAL” PROJECT

Şamil Özsagulu said the following about the traffic training given by the security units: “Our bicycle teams are the same. zamHe is currently giving education to our children in our traffic education park in Bostanlı. 18 students were trained in 675 different schools. In some schools selected as pilot regions with our 'Mini Pedal' project, we teach our children to use bicycles and tell them about the issues that they need to be careful in traffic. We received positive feedback from parents and educators. Our children are a very important point in the creation of a traffic culture. We provided training to 263 bus drivers, 32 thousand students, 19 thousand drivers, and 60 thousand citizens in total. Our primary goal is to solve many problems before the audit. Punishment is the last point we desire.”

“There are 1 million 600 thousand vehicles registered to traffic in İZMİR, 5 million 1 thousand vehicles were inspected in the first 700 months”

Expressing that they started to be visible in the field, Deputy Chief of Police in Charge of Traffic said, “We have maximized the traffic flow by ensuring lane discipline. The parking inspections we carried out in Konak region also brought positive results. With our inspection duties, we aim to reduce the death and injury rate in traffic accidents. There are 1 million 600 thousand vehicles registered in our province. In the first 2022 months of 5, we controlled 1 million 733 thousand vehicles. Every vehicle in Izmir was checked almost once. I do not want to express the penalties we wrote during this audit. In general, we have implemented 610 penal actions, but we do not want to stand out with penalties. Our primary goal is to control, not punish. Our main goal is to minimize traffic accidents. Our citizens are very understanding, we thank the people of Izmir very much. With your support, we aim to be able to deal with the negativities in traffic before penalties and inspections.” made his comment.

WILL THE ONE-WAY APPLICATION CONTINUE ON MITHATPAŞA AVENUE?

Stating that they are doing serious work on pirate services, that the necessary legal action has been taken against 2021 vehicles in the 2022-571 training period, they have made legal proceedings on twin plates, and they have focused on the inspections of heavy tonnage vehicles, Şamil Özsagulu said that the one-way street started on Mithatpaşa Street on May 20. He also made important statements about the application:

“The part of Mithatpaşa Street parallel to the coastline is 7 kilometers long. We did a 3-month study on the field in a one-and-a-half kilometer area. We saw about 400 vehicles passing in the direction of Konak per hour. After turning it in one direction, density occurred at certain points during the acclimatization process. End zamIn these moments, this intensity began to decrease. After the one-way application, the number of vehicles using Mithatpaşa Street between Depo Junction and Küçükyalı Junction doubled. An average of 2 vehicles pass through the region per hour. In terms of traffic, the process is going well, we are getting positive results. The one-way application on Mithatpaşa Street will continue, we can create new intersections according to the observations we will make, and we can change direction on some streets.”

ANSWERS QUESTIONS ABOUT IZMIR TRAFFIC

Answering questions from Radio Traffic İzmir listeners, Şamil Özsagulu stated that they had positive results regarding the additional lane applied in the morning and evening hours on Altınyol-Anadolu Street, and that there are alternative studies in terms of using healthier signs for the pointers that cause criticism. Özsagulu stated that they saw that there was a parking violation in the area where spotters were located in İkiçeşmelik, and they were close with the inspections. zamExpressing that they received positive feedback at the same time, he said that the EDS commission continues to work on the frequently requested Electronic Supervision System, the bureaucratic process continues, and there is no finalized situation.

WHATSAPP NOTIFICATION LINE WILL BE ESTABLISHED

Özsagulu, Deputy Provincial Police Chief, also stated that they are working to establish a WhatsApp notification line to report traffic violations. Explaining that they are sensitive about the pirate parking lot and that they take action against many people, Özsagulu asked the citizens to convey their complaints about the pirate parking lot to 112. Şamil Özsagulu said, “We are making a serious effort regarding traffic regulation, so that our citizens obey the rules and signs, so that we can spend our energy on reducing the accidents. Let them help us, especially in matters related to the park.” finished with his words.
