İdris Nebi Hatipoğlu was born in Eskişehir in 1975. After completing his associate degree in accounting at Bilkent University, he graduated from Anadolu University, Faculty of Business Administration. When he started his business life, he was the president of Eskişehirspor Club. Hatipoğlu, who took Eskişehirspor to the Super League in the 2006-2007 season, achieved an important success in the history of the club.

İdris Nebi Hatipoğlu was elected as Eskişehir Deputy from İYİ Party in the general elections held in 2018.
