The Undersecretary is the highest level employee of the relevant part of the public organization after the minister, working in the ministries. Undersecretaries work as civil servants. The Undersecretariat is the highest level a civil servant can reach. Undersecretaries are the highest level managers in the institution when the relevant minister is not in office. The duties and responsibilities of the Undersecretaries are listed as follows;
- Making spatial plans,
- Dealing with construction works
- To evaluate the effectiveness and adequacy of professional services,
- Managing press and public relations activities,
- To regulate relations with the European Union,
- Evaluating and managing legal processes,
- To follow support services,
- Examining reports on budget and resources,
- Making raid inspections,
- To supervise whether the persons working within the Ministry or the undersecretariat comply with the laws and regulations.
Requirements to Become Undersecretary
You don't need to go to a school specifically to become a secretary. It is easier to become an undersecretary only for those who have graduated from some departments of universities. For example, a person who graduates from faculties such as Political Sciences or Economics and Administrative Sciences that provides 4-year education and gets enough points to be appointed from the KPSS (Public Personnel Selection Examination) and enters the Ministry of Interior can become an undersecretary after working for a long time and gaining the necessary experience. Likewise, graduates of faculties such as Medicine, Veterinary Medicine or Law can become undersecretaries after working for a long time in ministries such as Health, Agriculture and Forestry or Justice and gaining the necessary experience.
