The Exhaust Electronic Control System Mobilization Project, initiated by Murat Kurum, the Minister of Environment, Urbanization and Climate Change, against air pollution, was implemented in 81 provinces. Environment, Urbanization and Climate Change Minister Murat Kurum announced that all stages of the Exhaust Electronic Inspection System (EGEDES) Project, which was developed to automatically detect vehicles without exhaust inspection, without disrupting the traffic flow, has been completed and implemented in 81 provinces.

Minister Kurum made a statement regarding the implementation of the EGEDES Project across the country, which aims to increase the awareness of citizens on exhaust emission measurements by increasing the effectiveness of inspections and to reduce air pollution caused by transportation by reducing the number of vehicles that are not measured.

All data of the vehicles that have been measured are in the database of the Ministry.

In the written statement of the Ministry, which emphasized that the exhaust gas emission measurements carried out under the responsibility of the Ministry of Environment, Urbanization and Climate Change play a major role in the prevention of air pollution caused by transportation, the Ministry's written statement said, "Since 2018, the exhaust gas emission measurement processes of the vehicles have been carried out in electronic environment with the Exhaust Gas Emission Measurement Monitoring System. In this way, all data belonging to the vehicles that have been measured are recorded in our database.” statements were included.

Exhaust emission measurements were not made for more than 1 million vehicles.

In the statement, it was stated that when the number of exhaust emission measurements was examined since 2018, it was determined that more than 1 million vehicles did not have exhaust emission measurements, and said, "Due to the fact that the inspections are based on the document control by stopping the vehicle one by one, only 2021 vehicles were inspected according to the exhaust inspection statistics for 1.049, depending on the workload experienced. Administrative sanctions were imposed on 193 of them.” it was said.

In this context, the Ministry started to carry out the EGEDES Project within the framework of the protocol signed with the Presidency of Defense Industries in 2019, in order to increase the efficiency in exhaust emission measurement inspections and reduce the number of vehicles that are not measured.

Vehicles without exhaust inspection are automatically detected in traffic without disrupting the flow.

Within the scope of the project, ASELSAN A.Ş. Mobile License Plate Recognition System (MPTS) devices that can serve in all weather conditions in a mobile and fixed position were developed by using domestic and national software and technology.

The Ministry said, "The said devices are mounted on the provincial directorate's inspection vehicles and automatically detect the vehicles without exhaust inspection without disrupting the flow in traffic." He continued in his written statement, which included the following statements:

“Accordingly, the license plates of the passing vehicles can be read with the device on the side of the road and while driving, it is instantly questioned whether it has been measured by connecting to the exhaust system over the internet, and a report can be created with the vehicle image in a few seconds. Thus, the number of assigned inspection personnel is also significantly reduced.”

Penalty for not having exhaust emission measurement is 2 thousand 815 TL

On the other hand, it was stated that the personnel of the Provincial Directorate of Environment, Urbanization and Climate Change could apply administrative sanctions by creating automatic minutes through the system, and it was reminded that the penalty for not having exhaust emission measurement in 2022 was determined as 2 thousand 815 TL.
