The Ministry of Transport and Infrastructure makes it mandatory for vehicles used in passenger and goods transport to wear winter tires for certain periods of the year, depending on the weather and climatic conditions of the provinces, in accordance with the Highway Traffic Law. The said authority can also be delegated to the governorships by the Ministry.

The inspection of the vehicles is carried out by the personnel authorized by the Ministry, as well as by the General Directorate of Security, the Gendarmerie General Command, the border crossing units of the Ministry of Commerce and the inspection units of the municipalities.

Winter Tire Mandatory Dates

After the completion of the autumn months, it is recommended to be implemented in the winter months, but depending on the changing weather conditions, the start and end months may be stretched by the governorship within the scope of the periods specified in the communiqué. Thus, the application of winter tires prepares the environment for the safest and most comfortable continuation of both urban and intercity traffic. Commercial vehicles traveling on intercity roads without a governor's decision are required to use winter tires for four months between December 1, 2017 and April 1, 2018.

Failure to install winter tires

Drivers of vehicles that do not comply with the rule will be fined 846 liras. The penalty for not wearing winter tires will be re-determined as of January 1, 2022, within the framework of the revaluation rate to be announced by the Ministry of Treasury and Finance.

On Which Vehicles Is Winter Tire Application Applicable?

The communiqué declaring that the trailers of tractors, two- and three-wheeled vehicles, trailers and semi-trailers and vehicles belonging to the TAF are excluded from the winter tire requirement, remains valid for all private and commercial vehicles. All of the buses, minibuses, trucks, vans, tow trucks and commercial vehicles are subject to winter tire application.

The winter tire obligation, which has become even more important and applied in the provinces where the winter months are tough, is implemented in 54 provinces, although the application area and zammoment can be expanded. Cities where the winter tire requirement applies; Istanbul, Ankara, Bursa, Edirne, Afyonkarahisar, Ağrı, Aksaray, Amasya, Ardahan, Artvin, Batman, Bayburt, Bilecik, Bitlis, Bolu, Burdur, Çankırı, Çorum, Denizli, Düzce, Elazığ, Erzincan, Erzurum, Eskişehir, Gümüşhane, Hakkari, Iğdır, Isparta, Karabuk, Karaman, Kars, Kastamonu, Kayseri, Kırıkkale, Kırklareli, Kırşehir, Kocaeli, Konya, Kütahya, Manisa, Muş, Nevşehir, Niğde, Sakarya, Samsun, Sivas, Şırnak, Tekirdağ, Tokat, Tunceli, Uşak, Van, Yozgat and Zonguldak.

Since the weather conditions in the relevant cities fully meet the expression “at temperatures below 7 ºC…” in the definition of winter tires stated in the fourth article of the communiqué published in the Official Gazette, it is recommended that drivers pay particular attention to the application. Because in the cities on the list, the average winter temperatures can go down to 7 ºC and below.
