Electric Scooter Operations Can Only Be Done by Those Who Have Licensed

The Ministry of Transport and Infrastructure has introduced some rules for electric scooters, which are actively used in Turkey and are becoming increasingly common.

The Ministry of Transport and Infrastructure stated that some rules have been determined for electric scooters actively serving in Turkey to ensure their development within a sustainable transportation system integrated with other transportation modes. The Ministry shared the information that all companies that meet the conditions of the Authorization Certificate can operate electric scooters.

Pointing out that electric scooters increase mobility while reducing exhaust emissions and carbon emissions, the Ministry stated that the shared e-scooter operation can only be carried out by real or legal persons who have an authorization certificate and shared e-scooter permit.

The Ministry stated that the companies to be allowed must obtain a certificate of authorization from the Ministry of Transport and Infrastructure by having a minimum of 250 scooters, a capital of 500 thousand TL, appropriate website and mobile applications and quality certificates. Noting that the electric scooter operation can only be carried out by real or legal persons who have obtained an authorization certificate and shared e-scooter permit, the Ministry emphasized that the e-scooter permits to be issued with the authorization certificates cannot be sold or transferred.

Electric scooter permits will be issued by UKOME or the Provincial Traffic Commission.

Informing that electric scooter permits will be given by UKOME in provinces with a Metropolitan Municipality, and by the Provincial Traffic Commission in provinces without a metropolitan municipality, the Ministry, UKOMEs and Provincial Traffic Commissions make e-mails in a way not to exceed one 200th of the population in each municipality where they want to operate, in the decisions to be taken. He noted that they can give scooter permission. Pointing out that UKOMEs and Provincial Traffic Commissions can increase the number of e-scooter permits they will give 20 times in places with a population below 3 thousand, the ministry said that the number of e-scooter permits they will give may increase by 50 percent in places whose population changes seasonally and periodically. The Ministry underlined that in the last 1 month, a total of 5 companies that meet the conditions have been issued authorization certificates.
