The Ombudsman Institution is a constitutional institution included in the 74th article of our Constitution. In accordance with Article 6328 of Law No. 5 “The Institution, upon the complaint about the functioning of the administration, shall refer to all kinds of actions and transactions of the administration and their attitudes and behaviors; by examining, researching and making suggestions to the administration in terms of compliance with the law and fairness within the understanding of justice based on human rights ... " has been appointed.
Our institution, ensuring the rule of law, the implementation of good governance principles and the ring against on the basis of responsibility and equity, Turkey as a control mechanism attached to the National Assembly on its activities from 2013 shows the way to handle the decisions that make the advocate of the people and take.
"The best of people is the one who benefits people the most" with the belief "Let the people live so that the State lives" The Ombudsman Institution taking its principle as a guide; It tries to contribute to the improvement of the service quality of the administration, the development of human rights, the rule of law, the spread of the culture of claiming rights, and the formation of a transparent, accountable, people-oriented administration.
The IT infrastructure of the institution is close zamhas undergone significant physical and software improvements at the time. Completely domestic and national Complaint Management System (ŞYS) software was completed within the institution and nearly 100.000 complaint applications received this year were resolved quickly and effectively thanks to this software. In addition, many studies are still being carried out to increase the service to citizens, including mobile applications. In this direction, we are looking for colleagues who will serve the mission and vision of our Institution mentioned above, who will realize projects that will bring our institution forward by coming together around a common goal, and who are prone to teamwork.
Within this framework, the Annex 375 of the Decree Law No.6 and the Regulation on the Principles and Procedures of the Employment of Contracted IT Personnel in Large Scale Information Processing Units of Public Institutions and Organizations published in the Official Gazette dated 31/12/2008 and numbered 27097 Pursuant to Article 8, 2018 Based on the sum of 3 percent (seventy) of the KPSSP70 score obtained in the Public Personnel Selection Exam (the KPSS score of the candidate who does not have a KPSS score or does not submit a document is considered as 70 (seventy)) and the YDS or its equivalence to 30 percent (thirty) of the score accepted by the Council of Higher Education (Foreign language score of those who do not submit their YDS or equivalent score will be calculated as 0 (zero))Starting from the highest score according to the ranking to be made, 10 (three) Contracted IT Personnel will be recruited from among candidates 3 (ten) times of the contracted IT staff position, according to the order of success in the oral exam to be held by our Institution.
I. APPLICATION REQUIREMENTS
A-GENERAL CONDITIONS (QUALIFICATIONS)
a) Having the general conditions written in Article 48 of the Civil Servants Law,
b) Even if the periods specified in Article 53 of the Turkish Penal Code have passed; Crimes against the security of the state, even if a prison sentence or pardon for a year or more for a crime committed intentionally, crimes against the constitutional order and its functioning, embezzlement, extortion, bribery, theft, fraud, fraud, abuse of trust, fraudulent not to be convicted of the crimes of bankruptcy, rigging the tender, rigging the execution of the act, laundering the assets arising from the crime or smuggling,
c) Not having a disease that may prevent him from performing his duty due to his health condition,
d) To be graduated from four-year computer engineering, software engineering, electrical engineering, electronic engineering, electrical and electronic engineering and industrial engineering departments of the faculties or from higher education institutions abroad whose equivalence has been accepted by the Higher Education Council,
e) (d) from the engineering departments of the four-year education faculties, the departments of science and literature, education and educational sciences, departments of education on computers and technology, and the departments of statistics, mathematics and physics or higher education abroad whose equivalence has been accepted by the Council of Higher Education to graduate from their institutions, (Graduates of the departments mentioned in this section can only apply for 2 floors)
f) Having at least 3 years of professional experience in software, software design and development, and the management of this process, or in the installation and management of large-scale network systems, for those who will not exceed double the fee ceiling, and at least 5 years for others. (In the determination of professional experience; it is documented that he has been a permanent IT staff subject to Law No. 657 or sub-clause (B) of Article 4 of the same Law or contracted services subject to Decree No. 399 in the private sector by paying premiums to social security institutions in the status of worker. service times are taken into account.)
g) To document that he / she knows at least two of the current programming languages, provided that they have knowledge about the hardware of computer environmental science and the security of established network management.. (Documents such as an approved undergraduate or graduate transcript indicating the programming languages learned as a document or course attendance certificates from educational institutions are accepted.)
h) To accept the personal rights and other rules stated in the "Regulation on the Principles and Procedures for the Employment of Contractual Informatics Personnel in Large Scale Information Processing Units of Public Institutions and Organizations",
i) Military service or exemption for male candidates,
j) To have the qualifications required by the service, the ability to judge and represent, to keep up with the busy pace of work and to be prone to teamwork.

II- APPLICATION METHOD, PLACE, DATE AND REQUIRED DOCUMENTS:

Candidates can apply for only one of the announced positions, and more than one position cannot be applied.
The education status of the candidates will be taken through the web services of the Higher Education Information System, and if they are not suitable with the education programs in the preferred position, the application process will not be made.
2018 KPSSP3 points of the candidates will be taken through ÖSYM web services. (The KPSS score of the candidate who does not have a KPSS score or does not submit a document is considered as 70 (seventy).)
UDS and YDS points of the candidates will be taken through ÖSYM web services. In the absence of relevant scores, a document showing the ÜDS / YDS equivalent score obtained from other foreign language exams in this language and accepted according to the "Foreign Language Exam Equivalencies" determined by the OSYM Board of Directors will be scanned and uploaded to the system. Foreign language score of those who do not submit a document will be evaluated as 0 (zero).
Documents showing that the candidates know at least two of the current programming languages will be scanned and uploaded to the system.
The service document or documents approved by the stamp and wet signature of the candidates' professional experience in Software Development will be scanned and uploaded to the system. (Periods after graduation will be taken into account in the calculation of professional experience periods.)
For the purpose of checking the document showing that the candidates are working in the position they will apply https://www.turkiye.gov.tr/sgk-tescil-ve-hizmet-dokumu The barcoded document received from http://www.sony.net will need to be downloaded and uploaded to the system.
Candidates are required to upload the documents showing the required certificates and qualifications in special conditions for each position to the system one by one. The qualifications required under the headings of General and Special Conditions are mandatory conditions and candidates must document that they meet the requirements.
Candidates will need to upload their detailed CVs to the system.
After the application process is completed, the application documents will be pre-checked on-line by the staff in charge, and in case of missing or incorrect documents uploaded, the application will be rejected. On the "My Applications" screen, candidates are required to track whether their application is approved or not. Any application that does not see the phrase "Application Accepted" on the "My Applications" screen will not be evaluated by the relevant commission. Rejected applicants will be able to apply again if they complete the missing documents within the announcement period.
NOTE: The exams of those who are found to have made false statements in their application documents are considered invalid and their appointments are not made. Their assignments are canceled even if they have been made. A criminal complaint is made to the Office of the Chief Public Prosecutor about these persons. In addition, if those who mislead our Institution are public officials, their situation is notified to their institutions.
III- FORM AND SUBJECTS OF THE EXAM:
a) The entrance exam will be oral or single-stage.
b) In the exam, candidates are required to have a photographed and approved identity document (TR ID card, ID card, driver's license or passport) to be used for identification. Otherwise, candidates will not be taken to the exam.
c) Oral exam subjects are all subjects specified in the general and special conditions above in accordance with the positions.
IV- EVALUATION OF THE APPLICATIONS, ANNOUNCEMENT OF THE CANDIDATES WHO WILL BE CALLED FOR THE ORAL EXAM
a) As a result of the examination of the applications, candidates who meet the general and special conditions will be invited to the oral, starting from the highest score according to the ranking based on the sum of 2018% of the KPSSP3 score and 70% of the foreign language score in the Public Personnel Selection Exam held in 30.

V- EXAM LOCATION, DATE AND EVALUATION

VI- ANNOUNCEMENT OF RESULTS AND ASSIGNMENT

Monthly gross contract wage ceiling, for those who are employed in accordance with the clause (B) of the 657th article of the Civil Servants Law No.4, the gross wage, which is the contract wage ceiling determined in the 06rd article of the Cabinet Decree dated 06/1978/7 and numbered 15754/3, is 7.536,85. It will be the amount to be found by multiplying TL with the multiples of the groups determined in the table below. However, the Institution is authorized to issue contracts and make payments below the ceiling fee.
