IMM's New Deputy Secretary General

Istanbul Metropolitan Municipality (IMM) Mayor Ekrem İmamoğlu appointed the Head of Cultural Heritage Department Mahir Polat as the Deputy Secretary General Responsible for Reconstruction, Studies and Projects. Mehmet Çakılcıoğlu in this position became the President's Advisor.

İmamoğlu appointed Arif Gürkan Alpay, Head of Purchasing Department, as the Deputy Secretary General for Technical Affairs and Green Areas, which became vacant after Murat Kalkanlı's resignation.

In the place of Mahir Polat, Cultural Heritage Projects Manager Oktay was made Head of Special Cultural Heritage Department, while Arif Gürkan Alpay was replaced by Tender Affairs Manager Mustafa Sökmen as Head of Purchasing Department.

He was born in Erzincan in 1976. In 2002, İ.Ü. He graduated from the Faculty of Literature, Department of Archeology and Art History. In 2003, İ.T.Ü. He started his education in the Department of Architecture History. In 2008, YTU. He completed his graduate education with his thesis on the curatorial activities of museums in the Department of Museology at the Art and Design Department of the Institute of Social Sciences. She gave lectures on cultural heritage legislation in the same department between 2011 and 2015 as a visiting lecturer. He is continuing his doctoral dissertation study focused on religious cultural heritage, which he started at the Institute of Social Sciences at Istanbul University in 2009. He started his career at the General Directorate of Foundations in 2005 and continued as a Foundation Specialist since 2009. Between 2014 and 2016, he worked as the director of Akaretler Atatürk Museum and 2016-2019 Turkish Construction and Art Works Museum. During this period, he took part in many museum establishment and restoration works. Arif Gurkan Alpay

He was born on December 1, 1976 in Istanbul. He completed his primary, secondary and high school education in Trabzon. He graduated from Karadeniz Technical University, Faculty of Engineering and Architecture, Department of Architecture in 1997. Later, the State Airports Authority (DHMİ) started work at the Trabzon International Terminal construction site. Kıraç First Stage Municipality between 1999/2009, and between 2009/2015, he worked as a manager in various positions in Istanbul Büyükçekmece Municipality. Since 2015, he has served as Beylikdüzü Municipality Business and Subsidiaries Manager and then as Vice President. He is married with two children. Appointed as IMM Procurement Department Head in July 2019, Alpay became the deputy secretary general as of August 28, 2020.

Oktay Private

He was born in 1987 in Seydişehir district of Konya. He graduated from Mahmut Esat Anatolian High School in 2005. In 2010, he completed his undergraduate education in Istanbul Technical University Civil Engineering Department. In 2007, Leibnez attended a student exchange program at the University of Hannover. After working in the private sector as an Earthquake Design Engineer for a year, he started to work in the General Directorate of Foundations Istanbul 2011st Regional Directorate, Art Works and Construction Department Branch in September 1. He worked as a Control Engineer in many restoration works such as Beyazıt Mosque, Nusretiye Mosque, Yıldız Hamidiye Mosque, Nuru Osmaniye Mosque, Spice Bazaar, Büyük Mecidiye Mosque and TerraSanta Church. He managed the preparation processes of survey, restitution, restoration and strengthening projects for the foundation's cultural assets. He also served as a member of the Unit Price Determination Commission of the General Directorate of Foundations. He has studies and articles on the restoration processes of cultural assets and earthquake reinforcement of cultural assets. Özel, who started working at the Istanbul Metropolitan Municipality Department of Cultural Heritage on 20.11.2019, was appointed as the Cultural Heritage Projects Branch Manager on 25.03.2020. Özel, who is married and has one child, has become the Head of the Cultural Heritage Department as of 28 August 2020.

Mustafa Sökmen

He was born in 1983 in Cide district of Kastamonu. He completed his primary, secondary and high school education in Istanbul. He graduated from Istanbul University Faculty of Business Administration in 2005. He started working in IMM Tender Affairs Directorate in 2006. In 2013, he was appointed as Tender Chief. He received his master's degree from Sakarya University Local Administrations and Urban Planning Department in 2014 with the "Tender Applications in the Implementation of Municipal Services: The Example of Istanbul Metropolitan Municipality" Project. He was appointed as the Assistant Manager of Tender Affairs in 2016. In order to share their knowledge and experience; He gave trainings on many subjects related to "Public Procurement Legislation" in various municipalities, especially on "Electronic Bidding" and "Electronic Decrease", through the TBB, especially in the institution where he works. In 2017, educational videos on "Tender Processes and Procurement Processes" and articles in various magazines were published on TBB Belediye TV. In addition, he has works titled “Public Procurement Legislation Training Notes No 4734”, “Technical Specification Preparation Guide” and “Electronic Tender and Electronic Decrease Applications within the Framework of Public Procurement Legislation”. Mustafa Sökmen, who was appointed as Tender Affairs Manager on January 3, 2020, was made Head of Purchasing Department as of August 28, 2020. Sökmen is married and has one child. - Hibya
