Deputy Minister of National Education Mahmut Özer evaluated the results of the 2020 LGS first placement in an article he wrote to a newspaper. Özer said, “Despite the significant increase in the number of students to be placed in high schools in 2020 and the Covid-19 outbreak, it is very important that most placement performance indicators have improved compared to 2019. This improvement has contributed greatly to the implementation of the system by following the process closely, making the necessary improvements rapidly, and involving all relevant stakeholders in the process. " said.

The letter of Deputy Minister of National Education Mahmut Özer is as follows: “High school placements within the scope of the High School Transition System (LGS) were successfully completed in 2019. It was frequently stated that in 2020, there would be many problems in the 8th grade student due to the increase of approximately 500 thousand students. The onset of the Covid-19 epidemic on a global scale upon these difficulties caused some concerns that the process would be much more troublesome. However, the results of the placement revealed that the Ministry of National Education (MEB) successfully completed the process. In this article, 2020 LGS initial placement results will be briefly evaluated.

Capacity Increased

Due to the increase in students, we accelerated our preparations for 2020 LGS with the start of the 2019-2020 academic year. As in 2019, we managed the process together with the participation of all relevant departments of our ministry and 2020 provincial directors in 81. Thus, on the one hand, the opportunity of all parties to see the problems closely increased, on the other hand, the ability to take correct and fast decisions in solving the problems increased. In the first step, existing conditions and needs in provinces and districts were determined one-to-one and existing school investments were restructured according to the needs in order to create sufficient capacity for all 8th grade students. Long-term studies have been successfully completed in order to create a place for each student, especially in schools without examination. Taking into account the increasing number of students, the capacity of students with exams was increased by approximately 2019 percent compared to 53. On the other hand, the number of preferences for schools with exams, which is more critical especially for metropolitan cities, was improved and the number of choices was increased from 5 to 10. Thus, it was aimed to increase the agreement rate between students' preferences and available opportunities. In addition, in 2019, at least one Anatolian High School, which accepts students by exam, was opened in 21 provinces where there are no Anatolian High Schools that accepted students by exam, and access to schools with exams was increased in 81 provinces.

COVID-19 measures taken

Due to the closure of schools after the Covid-19 outbreak, new regulations were made in the central exam within the scope of 2020 LGS. First of all, the scope of the central examination was limited to the first term of the 8th grade. On the other hand, in order to control the social distance in the exam and to eliminate the worry of seeing the exam buildings in the epidemic environment, it was ensured that each student could take the exam in his own school. Thus, the number of exam buildings was increased fivefold compared to the previous year. Schools were disinfected and all students and examiners were given free masks. In addition, all kinds of precautions were taken before the exam, during the exam, between the exam and after the exam in order to apply the social distance rule. The Ministry of Education, which made an exam on this scale for the first time under these conditions, successfully and successfully completed the exam held on 20 June 2020. All administrators in 81 provinces managed the process successfully. As in 2019, no questions were canceled in 2020.

Occupancy Rate in Examination Schools is 99 Percent

Despite the capacity increase of more than 50 percent in exam school capacity, exam schools were filled with 99.32 percent. While science high schools, social science high schools and Anatolian high schools were 100 percent full, the occupancy rate in Anatolian imam hatip high schools was 99.8 percent and the occupancy rate in vocational and technical Anatolian high schools was 97 percent.

While the rate of placing one of the top three choices of students who were placed in high schools within the scope of local placement without examination in 2019 was 91 percent, this rate increased to 2020 percent in 92 despite the significant increase in the number of students. This rate is a very important indicator as it shows that the satisfaction of the students who are placed has increased. The Rate of Placing in the Top Three Preferences in High School Types Increased

In the placement without examination, the rate of placement in the first three preferences of the students who are placed in Anatolian High School, Anatolian Imam Hatip High School and Vocational and Technical Anatolian High School is very important in terms of showing the conscious orientation towards the school types and generally showing the students' satisfaction in the placement without examination. In 2019, a very high rate was achieved in this indicator. It is seen that a similar trend continues in 2020.

In the 2019 non-exam placement, 52 percent of the students were placed in their first choice. In 2020, this rate was 49 percent. Considering the significant increase in the number of students, it is seen that despite the partial decrease, half of the students can be placed in the high schools of their first choice in local placement without examination.

While 2019 percent of the students who settled in Anatolian high schools in 99 were placed in an Anatolian high school that was included in their first three preferences, this rate was 2020 percent in 99. Similarly, 87 percent of the students who were placed in Anatolian imam hatip high schools without an examination were placed in an Anatolian imam hatip high school that was included in their first three preferences, while this rate increased to 2020 percent in 87.26.

In this context, the highest improvement has been achieved in vocational technical education. While 2019 percent of the students who were placed in vocational and technical Anatolian high schools in 41 were placed in a vocational and technical Anatolian high school of their first choice, this rate increased to 2020 percent in 43. Again, while 2019 percent of the students who were placed in vocational education in 79 were placed in a vocational and technical Anatolian high school included in their first three choices, this rate increased to 2020 percent in 82. In addition, the number of students placed in vocational education with and without examination has increased by 2019 percent compared to 40.

As a result, MEB has been successfully carrying out placement in high schools under LGS for the last two years. Especially in 2020, despite the significant increase in the number of students to be placed in high schools and the Covid-19 outbreak, it is very important that most placement performance indicators have improved compared to 2019. This improvement has contributed greatly to the implementation of the system by following the process closely, making the necessary improvements rapidly, and involving all relevant stakeholders in the process.
