Uluç Özülker was born on March 11, 1942 in Istanbul.
Özülker, who studied at Galatasaray High School, graduated from high school in 1961 and started to study at Ankara University Faculty of Political Sciences.
After graduating from college in 1965, the same year the Foreign Özülkü started working at the Ministry of Tripoli between the years 1993-95 (Libya) Embassy, 1995-98 between Turkey and the EU Permanent Representative, Ministry of Foreign Affairs in the years 1998-2000 for European Affairs assistant undersecretary, 2000-02 Turkey's Permanent Representative to the OECD year between the years 2002-05 and took the ambassador to Paris.
In 2006, upon his return to the Paris Embassy, he retired voluntarily.
After nearly 41 years in foreign mission and currently lecturer at Istanbul Commerce University, Turkey has been the Vice President of the European Foundation. Özülkü is, with Turkey's foreign policy is still relevant television channels are available in ratings.
MİT is the son of former Undersecretary Bahattin Özülker.
