Ministry of Interior Sends a Circular on 'City Entry and Exit Measures' to Governorships

The Ministry of Interior sent a circular on 81 City Governorships on “City Entry / Exit Measures”. To be Adana, Ankara, Balıkesir, Bursa, Denizli, Diyarbakır, Eskişehir, Gaziantep, İstanbul, İzmir, Kahramanmaraş, Kayseri, Kocaeli, Konya, Manisa, Mardin, Ordu, Sakarya, Samsun, Şanlıurfa, Tekirdağ, Trabzon, Van and Zonguldak with the circular All entrances / exits to be made by land, air and sea (public transportation, private vehicle, etc.) to be constructed with a total of 24 were restricted for 15 days. In the circular sent by the Ministry to the governorates, physical contact, respiration and so on. It was reminded that the coronavirus (Covid-19) epidemic, which increases the number of people infected by being transmitted very quickly, is vital to reduce social mobility and interpersonal contact and to provide social isolation in order to manage the risk of public health.

Otherwise, it was stated in the circular that the spread of the virus would accelerate, therefore the number of cases and the need for treatment would increase, thereby increasing the risk of citizens losing their lives and this would cause serious deterioration in public health and public order.

In order to ensure social isolation by reducing the mobility and human contact with the circular sent to the governorships, the Ministry's 30 provinces, which are to be made by land, air and sea, are restricted for 15 days, again the duration of the restriction is 04.05.2020. At this point, the rate of increase in cases, the decrease in the effects of the mentioned epidemic, the increase in the number of cases that improved, the decrease in the number of intensive care and intubated patients, etc. In the direction of the possible risks that may arise with a second wave epidemic along with the positive developments in the direction, it is stated that the measures to restrict the entrance / exit to Zonguldak province and the 30 provinces in metropolitan status were evaluated in the Presidential Cabinet, which was held under the presidency of President Recep Tayyip Erdoğan.

In line with the Evaluations

While removing the entry / exit restrictions to be made to Aydın, Antalya, Erzurum, Hatay, Malatya, Mersin and Muğla by air, land and sea, Adana, Ankara, Balıkesir, Bursa, Denizli, Diyarbakır, Eskişehir, Gaziantep, İstanbul, İzmir, Kahramanmaraş, Kayseri The restriction imposed for all entrances / exits to be made to Kocaeli, Konya, Manisa, Mardin, Ordu, Sakarya, Samsun, Şanlıurfa, Tekirdağ, Trabzon, Van and Zonguldak provinces has been decided to continue in our 24 provinces mentioned above.

In the framework drawn up by the circulars sent earlier, the Ministry stated that the following measures should be taken by the relevant Governors in accordance with Article 11 / C of the Provincial Administration Law and Articles 27 and 72 of the General Sanitary Law.
According to this;

1) Adana, Ankara, Balıkesir, Bursa, Denizli, Diyarbakır, Eskişehir, Gaziantep, İstanbul, İzmir, Kahramanmaraş, Kayseri, Kocaeli, Konya, Manisa, Mardin, Ordu, Sakarya, Samsun, Şanlıurfa, Tekirdağ, Trabzon, Van and Zonguldak provinces province, all the entrances / exits to be made by land, air and sea (public transportation, private vehicle, etc.) from the borders of our 24 provinces for 15 days, from 4:2020 on Monday, 24.00 May 19 to 2020:24.00 on Tuesday, XNUMX May XNUMX will be temporarily stopped until.

In accordance with the relevant legislation, the Governors regarding the measures were asked to make the necessary decisions immediately, not to cause any problems in practice and not cause victimization.

Necessary judicial proceedings will be initiated within the scope of Article 282 of the Turkish Penal Code regarding the criminal acts in accordance with the relevant articles of the Law, according to the article 195 of the General Sanitary Law, for the citizens who do not comply with the decisions taken.
